New Delhi: The Ministry of Electronics and Information Technology (MeiTy) informed the Delhi high court that it will incorporate rules to regulate the use of vulgar language on social media platforms, Bar and Bench reported.
MeitY made the submission, in accordance with an earlier ruling of the court, through a “compliance report” submitted before a single-judge bench of Justice Swarana Kanta Sharma.
The report took note of the court’s observations in a case related to the web-series College Romance. The ministry added that regulating social media is a policy decision, and therefore, appropriate regulations will be put in place.
“It is stated that it is a policy decision and having taken note of the concerns of this Court expressed through its directions, the concerned Ministry, while undertaking its regular exercise of policy making, will incorporate rules/regulations to regulate the social media platforms, intermediaries for making it safer from the use of vulgar language including profanity, bad words, etc., as per the judgment of this Court,” Justice Sharma said in his August 17 order.
The court examined the status report filed by the Union government and observed that because it is a policy decision, it is sufficient compliance of the order of the Court. “This Court has been assured that the concerns of this Court expressed through the said judgment will be incorporated in the future rules and regulations which will be shortly undertaken.”
On March 6, the court had severely criticised the web series and its use of profane language. While refusing to quash the FIR against the actors and makers of the show, the court had directed the Union government to take steps for enforcing stricter application of its IT (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021.
The FIR alleged that Episode 5 of Season 1 of College Romance showcased indecent representation or obscene portrayal of girls or women in the worst form, the Indian Express reported.
“The web series was available to every age group. Therefore, this web series also stood covered under violation of the Rules of 2021,” the court had said in its earlier ruling.
In April, the court had asked the Union to respond to the court’s March 6 decision. The Union government was also asked to make any laws or rules as deemed appropriate, considering the observations made in the judgment, the Bar and Bench report said.
